Do you need your attack to be lvl 40 to equip rune weapon or can strength be 40 and not attack

you need 40 attack to wield any rune weapon except a rune halberd (members) here's a list
bronze: 1 attack
iron:1 attack or its 5 attack
steel:5 attack
addy: 30
rune:40
halberds same lvl as attack but in str
