This depends on a number of factors, including the game itself, and whether you are using the 32-bit or 64-bit version of Windows 7. Many games from the 95/98 era include 16-bit code, and thus cannot be installed on 64-bit versions of Windows. For those that use only 32-bit code, you may be able to get it to work by running the game and/or installer in compatibility mode. Right-click the game, select "Properties", and click on the Compatibility tab. In the dropdown box, select Windows 95 or Windows 98 and click Apply.
