First you have to talk to Abel. he'll say to move the stuff. After you moved everything to the side of his shop, talk to him and he will say Vincent was acting suspicious. Then talk to Katie. She'll tell you he was acting weird when they talked and then give you clothes. Last, you have to talk to Gino. he'll say he needs 10 Eels. Find Eels in Little lea Lake at night. After you find 10 Eels, give them to Gino and he'll tell you Vincent was acting strange( big surprise!). As you have already noticed, there is garbage in the area of Little Lea Lake and Open Meadow. Go there, pick it up, and take it to Ginny. She'll say to find out who did it. Go to the Petting Zoo and read the sign. Then Tobor and Hopkins will come and the mission is over.
