you definetely can recruit members. i just found out how. basically, there are some people wandering around, mostly around the areas of businesses you've taken over/own. the easiest way to tell if theyre a gang member is most carry some heavy weaponry xD. like, if you see a guy with an AK47, and he's NOT filling you with holes, he's free game. heres what you do: walk up to the guy, and press the left analong stick button and from then on, he follows you around but he won't protect you from everything unlike san Andreas the gang members protect you from people who shoot you or when your chased by the police.
