There are lots of ways to make video games, you can use the "GameMaker 8.0" lite version at http://www.yoyogames.com to program your own.

There's coding with Python & PYGAME (USE pygame! THAT is required!), for free on their official website.

Or you can buy other softwears like DarkGAME STUDIO (from their official website.), besides FPS, it's all coding excluding the model making, plant life, tree life, and the cartography shop.

There's two styles of programming a game;

Coding - you script it out, everything, mostly used by professionals (Dora the Explorer, the cartoon series is coded by Python.)

Drag-and-drop - Promising results, very simple, sometimes you'll have to code for somethings on the lite version of Game Maker 8.0.
