You will find this secret objectives upon choosing Barbacking 6 and then not going to the doors to save those jumpers. Basically, players go into all doors and let them end the quest upon reaching level 6 and the game will instantly teleport you out of it. But to access this hidden quest you need to reach the level 10 of the building where you will find the door with a mark of red X. Keep in mind that there is no jumpers to save you after this secret door meaning to say you should intentionally fail Barbacking 6 for you to find this.
Also there is secret between I Am Legion 2 (3002) and the first of this quest that should be 3004. There you can come back to that place but not to finish any quest just try to look for some marked doors in the end. Basically the game will let you skip quest objectives to let you go further for hidden quest as this the key to access Lifestyles of the Rich and Famous 2 as well as I Am Legion 2.
