Yes, each town/city has their own preset hairstyles. An exp coupon simply randomizes which you'll get. If you want to see what you can possibly get, tell the town hairdresser you have a VIP coupon and it'll let you pick your hairstyle. Anything there is fair game for the EXP coupon to give you.
