What do you need to make a party hat

You cannot 'make' a party hat, they were a rare drop from the Christmas 2001 event, the only way to obtain one of them now is to trade with another player, gain one from the Pary Room (if someone will even put one in) or pull a Christmas Cracker with someone else.
