Where to get permit for a hedgehog in Pennsylvania
I've spent a good deal of time reviewing PA code and talking to the PA Game Commission both locally and at the state level. The short answer is...you can't.

While no part of the code specifically mentions prohibiting hedgehogs, it is worded in such a way that the PA Game Commission can pretty much determine whatever species they want as illegal as long as they are not native to PA, not considered domestic (i.e. exotic) and not part of the dog, cat or bear family.

Currently the only possible way to have a hedgehog in PA is as part of a "menagerie" (read zoo) which requires all kinds of signage, regulations, safety rules etc. Obviously not aimed at the casual hedgehog pet owner.

When I asked the game commission why hedgehogs in particular are targeted, they said that because hedgehogs include ground birds as part of their diet, they could be a danger to native quail and pheasants in PA. Not sure I buy that, but that's what I was told.
