How do you unlock car designs in forza motorsport 3

You can't. Plain and simple. Only the creator of the design can unlock it. You could always ask the creator to gift it to you but that might cost you a good chunk of CR and frankly it wouldn't be worth it. Besides any good design is the one you yourself build because it means something to you.
