Were is the monster truck on homers level in The Simpsons hit and run

In The Simpsons "Hit and Run". You can only get a monster truck in Apu's level. However, there is a cheat the you can enter in the "options" menu in the home screen. In order for this cheat to work, though, the game has to be 100% complete. this cheat will enable you to access EVERY car in the game from a phone booth. That includes cars like the black ferini, or random cars found on the street.
