Can anyone recommend a laptop for High School and Games like Mine Craft Budget of around 650

The configuration depends on you. You can go in for higher specs but it would cost more.
For High school and gaming needs in my opinion a laptop with the following configuration should suffice:

4 GB RAM
1 GB Graphics (Nvidia or ATI Radeon)
500Gb Hard Disk (can opt for 1TB HDD if you want to have more games, movies etc.)
15.6'' Full HD Display (Be careful of Tru-Life HD its not full HD)
Intel Core i3 Processor

Id recommend an Acer X500 series. The reason is that it has cooling technology so your pc wont heat up when you play heavy games or movies. It auto adjusts the cooling not affecting battery backup i.e. it slows down for programs that need less cooling and cools faster when heavy apps are in process.
